Wisconsin All State Scholars Program
February 1, 2010: WPA just received notice from the Association of Wisconsin School Administrators (AWSA) that homeschoolers are now eligible to apply for a federal scholarship through the Wisconsin All State Scholars program. Applications must be submitted online on or before 4:30 pm on February 19, 2010. For details, see the email below from AWSA, which they asked us to post on our Web site. Also below is information from WPA on completing the forms. Note especially that two forms need to be filed. The nomination form is submitted by the administrator of a homeschool, the second form by the student being nominated. Also, the nomination form needs to include a student transcript of grades from 9th through first semester of 12th grade and a copy of the student's ACT/SAT test score sheet or label.Note that WPA has no role in determining the criteria for eligibility, evaluation of applications, or decisions about awards.

Home schooled students are now eligible for this program.
The Wisconsin Department of Public Instruction, the Wisconsin State Journal, the Wisconsin Education Association Council, and the Association of Wisconsin School Administrators’ Foundation for Educational Administration are pleased to announce the 25th annual WISCONSIN ALL-STATE SCHOLARS/ROBERT C. BYRD SCHOLARSHIP PROGRAM.
Recipients are chosen based on their overall grade point averages and ACT/SAT test score. Pending full funding at the federal level, Byrd scholarships may provide $1,500 per year for up to four years. Eligibility and nomination requirements are available using the link below.
This year we ask for your nominations to be submitted online by 4:30 p.m., Friday, February 19, 2010. No extensions will be granted for any reason. There are TWO forms to be submitted online: one should be completed by the nominator, the other should be completed by the nominated student. In addition, you will need to email or fax TWO documents to us: student transcript which include grades from 9th through first semester of 12th grade and also a copy of the ACT/SAT test score sheet or label. ACT/SAT test scores inserted on the transcript will not be accepted.

II. Information from WPA about completing the “All State Scholars – Nomination Form”
- Click on the AWSA Web site listed above, then on “Submit Nomination,” then on “Complete Nomination Form.”
- On the form, “School Name” is the name you have given your homeschool.
- “School Address” is your home address.
- “High School Enrollment (9–12)” is the number of high school aged young people you listed on your 2009–2010 PI-1206 form.
- “Principal’s Name” is the name of the administrator of your homeschool, the person who signed this year’s PI-1206 form.
- “Principal’s Phone Number” is the number of the home phone or cell phone of the administrator.
- “Form Submitter Name” is the same as the Principal’s Name.
- “Form Submitter Title” is “Administrator, Home-Based Private Educational Program”
- “Form Submitter Phone Number” and “Form Submitter Email Address” are the administrator’s phone number and email address.
- “Student Name,” etc. are straightforward.
- “Scholar Points: Student Grade Point Average” is the grade point average that you have assigned to the young person being nominated.
- “Scholar Points: Test Score” requires official documentation from an ACT/SAT test. Follow the instructions on the form.
- “Educator Comments” requires you or someone else who knows the student write a very brief statement.
- The required transcript is one provided by the administrator of your homeschool.
